SUMMARY

Internews seeks a Country Director in Uzbekistan to oversee Internews’ project implementation in the country; provide strategic guidance and leadership; develop and nurture relationships with relevant state actors and agencies, local media, NGOs, and institutions to develop new partnerships and strengthen collaboration; supervise program personnel, financial management, and administration; and coordinate with donor and other media stakeholders in the region to ensure that Internews leverages existing resources, avoids duplication, and complements other media development initiatives. S/he will also be responsible for establishing strong partnerships with counterparts across the region and with the appropriate donor representatives. The position will be based in Tashkent, Uzbekistan. 

QUALIFICATIONS

  • At least 5 years of experience in media or managing media development projects.
  • At least 3 years of experience as a Country Director, Program Director, or Chief of Party with a strong reputation for developing collaborative working relationships with local counterparts and relevant state actors and agencies, international organizations, and donors.
  • Deep understanding of the media sector in Uzbekistan and Central Asia highly preferred.
  • Demonstrated skill in organizing resources and establishing priorities.
  • Strong diplomatic, negotiation, and leadership skills.
  • Proven ability to manage staff and build cohesive, productive teams.
  • Ability to think quickly and problem-solve under pressure.
  • Experience with budgeting and financial and grants management.
  • Experience with managing projects funded by US and/or European agencies or international organizations highly desirable.
  • English fluency required; Russian or/and Uzbek language skills highly desirable. 
  • Relevant university degree required.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; other duties may be assigned:

  • Manage and oversee organization and implementation of project activities that take place in the country.
  • Supervise local staff and coordinate with partners in country.
  • Carry out supervisory responsibilities in accordance with organizational policies and applicable local laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints, and resolving problems.
  • Establish and maintain collaborative relationships with state agencies and local institutions to reinforce and promote Internews’ organizational mission and goals within the country and identify areas of cooperation in line with these values.
  • Provide strategic, operational and representational leadership, and serve as public face of Internews’ work in the country and primary point of contact for regional and in-country donor missions and stakeholders.
  • Develop and maintain relationships with local, regional, and international organizations to identify potential opportunities for future development.  
  • Ensure that activities are meeting their goals and targets on time and within budget, recommending program adjustments when necessary to keep the project on track.
  • Cultivate and strengthen relationships with existing and potential local partner organizations; ensure that implementation is responsive to the needs of partners and beneficiaries.
  • Maintain close contact with other Internews managers in the region and with Internews HQ to coordinate activities and ensure compliance with donor and Internews policies.
  • Ensure that project reports, communications materials, and other project documentation are written and revised in collaboration with Internews staff and according to award stipulations.
  • Oversee program monitoring and evaluation to ensure effective implementation and to measure the impact of activities.
  • Serve as the primary budget authority over all Internews projects in execution, responsible for ensuring all costs charged to the project are allowable, reasonable and correctly allocated; accept fiduciary responsibility for all funds advanced for the purpose of all Internews projects in execution.
  • Ensure Internews field office operates in accordance with local legislation.
