POSITION SUMMARY

IREX seeks a Deputy Chief of Party to manage a USAID education sector reform project in Uzbekistan. The program is expected to support the Uzbek GOU to become fully self-reliant and capable of leading their own development journey by increasing their capacity to deliver high quality basic education services. The DCOP will assist the Chief of Party in meeting program objectives.

The position is contingent on funding. Citizens of Uzbekistan are encouraged to apply. 

SKILLS AND EXPERIENCE
  • A Bachelor‘s degree in education, academic administration, business administration, international development, or a related field required, Master’s degree preferred
  • A minimum of 7 years of experience managing and coordinating international development projects, preferably USAID-funded and/or within the education sector 
  • Specialized knowledge and experience in one or more of the following: primary grade instruction, IT education, IT integration in teaching and learning, and/or primary grade English language instruction
  • In-depth knowledge of the Uzbek education sector 
  • Experience working with Republic of Uzbekistan’s Ministry of Public Education and relevant technical and policy units at the national, sub-national, and school level
  • Evidence of the ability to communicate effectively across a range of stakeholders, such as university administrators, teachers and professors, trainers, host government counterparts, and donors 
  • Proven experience in curriculum development and teacher training
  • Experience cultivating external donors and resources to support project activities
  • Proven leadership qualities and excellent management skills
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives
  • Excellent management, communication, and interpersonal skills 
  • Ability to communicate professionally and provide written reporting in English and Uzbek required 

DUTIES AND RESPONSIBILITIES
  • Assist the COP in overseeing all components of the program and day-to-day operations of the program
  • Fulfill the responsibilities of the Chief of Party in his/her absence
  • Develop and maintain effective collaborations with program partners and key stakeholders 
  • Oversee financial and administrative functions, monitoring, evaluation and reporting of program activities, and management of some program staff 
  • Ensure project activities are implemented on schedule and within budget
  • Supervise, manage, and mentor project staff and work in close coordination with IREX’s home office
  • Perform other duties, as assigned
